I bought these in a storage unit. They were tested with an ohm meter. The circuits are open when off and closed when on. These are used. They may have damage to posts, pins, etc. They are sold as-is. However, I am willing to guarantee that they were tested as earlier described. I don't know anything about breakers to know if they work.
