Limoges (France) small cachepot / handled jardinière (sometimes marketed as a sugar bowl-form cachepot). These were decorative rather than utilitarian, often used for small houseplants, violets, or as a desk/vanity container.
The style — relief/molded floral pattern with matte yellow + gold handles — is consistent with Limoges Art Deco to Mid-Century decorative ware.
That style of green printed mark was used broadly by several Limoges decorating firms and exporters (not one single factory), and shows up mostly 1930s–1950s, with the bulk around late 1930s–1940s.
